If I had to guess, they're going to give them the standard 5-second cycle time, and probably decrease the boost amount. Nerfing fittings would make them almost unusable, and there really isn't anything else they can touch, such as capacity or reload time, that won't make the module go from too strong to useless. Is it a lol tank in lol fight? What is so good about them? It can not hold very many charges, it runs out of charges and eats cap at stupid pace. Then no active tank can withstand an all on one gank power. All DPS goes on primary target. Buffer works better.
Decent buffer Raven/drake tank can outlast any shield boost setup in a PvP engagement between small and medium parties. It's completely immune to neutralizers, and boosts about what a Pith X-type boosts per cycle. One X-L can go 13 cycles when you use navy 400 charges. That's almost 13,000 shields on a single reload. A large T2 extender with three extender rigs is less than 40% of that, and when you consider that the boosters open up rig slots for resistances, it's even better by comparison.
